In 1929, Martin Heidegger announced a new fundamental term in his thinking: Wal- ten. Heidegger uses Walten to designate the primal ontological force of nature, but also brings it into connection with administration (Verwalten), specifically linking it to university administration. The article argues that in the Black Notebooks Heidegger develops a philosophical conception of administrative practice in the midst of his own administrative practice as university Rector in the era of Gleichschaltung.

ABSTRACT This article explores the gendered nature of speech and silence in ancient Greece by showing how women were denied the measure of moderation with regard to speech. Drawing on examples from Plato and Aristotle, it shows how the voice of Greek women was associated with irreducibly contradictory qualities of being too loud, yet never silent enough. At the turn of the century Sigmund Freud sought to translate the silent language of the unconscious, as Friedrich Nietzsche heralded an untimely voice that could not yet be heard.1 Ludwig Wittgenstein and Martin Heidegger, foundational thinkers in analytic and continental philosophy respectively, each placed silence at the core of his most influential works.2 In the phenomenological tradition, Maurice Merleau-Ponty and Emmanuel Levinas prominently thematized silence,3 while the subsequent generation of poststructuralist, [End Page 1] deconstructionist, and feminist thinkers such as Hélène Cixous, Jacques Derrida, Michel Foucault, Jean-François Lyotard, and Luce Irigaray all grappled with silence in various forms.4 Among these works, Lyotard’s theory of the differend, a term that describes an ontological gap of incommunicability, is now a standard term for addressing questions of silence, silencing, the ethics of sayability and trauma.5 Later, in queer theory, Eve Kosofsky Sedgwick’s closet became a complex synonym for many forms of silence and silencing.6Beyond this philosophical concern for silence and silencing, a number of similar themes emerged in the art and literature of the twentieth century, demonstrating both the creative and destructive force of silence.7 In literature, dramatists such as Samuel Beckett and Harold Pinter brought silence to the stage, while poets and novelists like Adrienne Rich and Virginia Woolf traced the presence of silence in language, each thematizing the power of silencing in unique ways.8 In music, John Cage famously utilized silence as an element of his compositions and filmmakers such as Ingmar Bergmann and Chantal Akerman likewise crafted silence to structure the cinematic spaces of their works.9 Silence became one of the most persistent themes of philosophy in the twentieth century, both implicitly and explicitly. Could one even go so far as to say that a certain silence haunted philosophy in the twentieth century?Amid this abundance of artistic and philosophical work on silence, “breaking the silence” became the watchword for emancipatory projects pursued by groups such as first-wave feminists, postcolonial scholars, race theorists, and campaigns for social justice.10 These emancipatory projects sought to disrupt processes of silencing by locating, recovering, and translating marginalized voices from the silencing of oppression and disenfranchisement. Though essential political interventions at the historical moment when they emerged, these projects of recovery soon met with the critique of the politics of representation best exemplified by thinkers such as Gayatri Chakravorty Spivak and Toril Moi.11 Spivak and Moi effectively argued that recovering and speaking for silenced and marginalized voices entails a further form of silencing. These critiques showed that projects of recovering silence from the archives, history, literature, art, culture, and everyday practices of living were constrained by the very concept of silence they employed. As a result, any naive politics of granting a voice and breaking silence became impossible after the 1980s. From this point onward the deconstructive critique of representation folded silence back into itself, destroying any simple binary of empowered speech and disempowered silence. Even despite this powerful deconstruction of the speech/silence binary, philosophy, to the extent that it still operates within representational schemes and a speech/silence binary, still remains haunted by the specter of silence—a silence that carries with it a deeply gendered heritage. Pursuing rigorous analyses of the manifold structures of silence and silencing remains an urgent ethical and political task for feminist philosophy. Language’s intentional nature has been highlighted as a crucial feature distinguishing it from other communication systems. Specifically, language is often thought to depend on highly structured intentional action and mutual mindreading by a communicator and recipient. Whilst similar abilities in animals can shed light on the evolution of intentionality, they remain challenging to detect unambiguously. We revisit animal intentional communication and suggest that progress in identifying analogous capacities has been complicated by (i) the assumption that intentional (that is, voluntary) production (...) of communicative acts requires mental-state attribution, and (ii) variation in approaches investigating communication across sensory modalities. To move forward, we argue that a framework fusing research across modalities and species is required. We structure intentional communication into a series of requirements, each of which can be operationalised, investigated empirically, and must be met for purposive, intentionally communicative acts to be demonstrated. Our unified approach helps elucidate the distribution of animal intentional communication and subsequently serves to clarify what is meant by attributions of intentional communication in animals and humans. Coral reefs have been challenged by the current rate and severity of environmental change that might outpace their ability to adapt and survive. Current research focuses on understanding how microbial communities and epigenetic changes separately affect phenotypes and gene expression of corals. Here, we provide the hypothesis that coral‐associated microorganisms may directly or indirectly affect the coral's phenotypic response through the modulation of its epigenome. Homologs of ankyrin‐repeat protein A and internalin B, which indirectly cause histone modifications in humans, as (...) well as Rv1988 histone methyltransferase, and the DNA methyltransferases Rv2966c, Mhy1, Mhy2, and Mhy3 found in coral‐associated bacteria indicate that there are potential host epigenome‐modifying proteins in the coral microbiome. With the ideas presented here, we suggest that microbiome manipulation may be a means to alter a coral's epigenome, which could aid the current efforts to protect coral reefs. Cell membranes experience frequent stretching and poking: from cytoskeletal elements, from osmotic imbalances, from fusion and budding of vesicles, and from forces from the outside. Are the ensuing changes in membrane tension localized near the site of perturbation, or do these changes propagate rapidly through the membrane to distant parts of the cell, perhaps as a mechanical mechanism of long‐range signaling? Literature statements on the timescale for membrane tension to equilibrate across a cell vary by a factor of ≈106. This (...) study reviews and discusses how apparently contradictory findings on tension propagation in cells can be evaluated in the context of 2D hydrodynamics and poroelasticity. Localization of tension in the cell membrane is likely critical in governing how membrane forces gate ion channels, set the subcellular distribution of vesicle fusion, and regulate the dynamics of cytoskeletal growth. Furthermore, in this study, it is proposed that cells can actively regulate the degree to which membrane tension propagates by modulating the density and arrangement of immobile transmembrane proteins. This article revisits Oman's idea that an intuitive felt knowledge of the divine underlies the articulate knowledge found in faith and theology. Such feeling, Oman claims, is analogous to ordinary perception and gives rise to the attempt to evaluate, understand, and respond to the divine. Theology is the formalized attempt to respond to the intuition of the divine. The historical context of body and tissue donation is deeply problematic, with patriarchal and colonial narratives. The contemporary context of molecular and genetic biology further complicates issues of bodily donation through narratives of abstraction and extraction. As practitioners working outside the conventional boundaries of scientific study learn the tools and techniques to extract and use bodily materials, they are also learning and challenging the procedures and processes. This article approaches questions of bodily donation through the edited transcript of a conversation (...) between artists who regularly use body fluids and cellular bodily materials in their practice, moderated by Louise Mackenzie and Ilke Turkmendag as part of the Taboo–Transgression–Transcendence in Art & Science Conference held online with the support of the University of Applied Arts, Vienna, 2020. The panel challenged the ethical and conceptual assumptions made in biotechnological research and reconsidered where the boundaries of the body lie, what ‘authority’ research carries and what choices researchers make when using the bodies of others. The transcribed conversation addresses taboos of the female body, specifically menstruation, the commodification of tissue from female human bodies, human milk politics and questions biopolitical treatment of the female body. Background: Cognitive Training may contribute to the maintenance and even enhancement of cognitive functions in healthy older adults. However, the question who benefits most from multi-domain CTs is still highly under-investigated.Objective: The goal is to investigate prognostic factors and models for changes in cognitive test performance in healthy older adults after a multi-domain CT.Methods: The data bases MEDLINE, Web of Science Core Collection, CENTRAL, and PsycInfo were searched up to July 2019. Studies investigating prognostic factors and/or models on cognitive outcomes (...) after conducting a multi-domain CT in healthy older adults were included. Risk of Bias was assessed using the QUIPS and the PROBAST tool.Results: 23 prognostic factor and model studies were included. Results indicate a high heterogeneity regarding the conducted multi-domain CTs, the investigated prognostic factors, the investigated outcomes, and the used statistical approaches. Age and neuropsychological performance at study entry were the most investigated predictors, yet they show inconsistent results.Conclusion: Data on prognostic factors and models of changes after multi-domain CT are still too rare and inconsistent to draw clear conclusions due to statistical shortcomings and low reporting quality. Recent progress in artificial intelligence (AI) has drawn attention to the technology’s transformative potential, including what some see as its prospects for causing large-scale harm. We review two influential arguments purporting to show how AI could pose catastrophic risks. The first argument — the Problem of Power-Seeking — claims that, under certain assumptions, advanced AI systems are likely to engage in dangerous power-seeking behavior in pursuit of their goals. We review reasons for thinking that AI systems might seek power, that (...) they might obtain it, that this could lead to catastrophe, and that we might build and deploy such systems anyway. The second argument claims that the development of human-level AI will unlock rapid further progress, culminating in AI systems far more capable than any human — this is the Singularity Hypothesis.
